How do I add members of the party in Final Fantasy Tactics A2?

How do I add members of the party in Final Fantasy Tactics A2? Is this something I'm missing, or I have to "win" the ability to add party members?

There are two ways I know to get Additional members of the party. Over time, you will see an adventure called "Wanted: Sidekick" in the Quest list of any cocktail bar in any city you visit. Accept the quest, go to the location needed (usually in Targ Wood) and answer the questions given. You will be given the opportunity to add a new member to their party. Further, while roaming around the different regions, especially his own clan, you will see a cloud with a question mark appear red. Go to this cloud and that it will be offered a new member of a party, a theme as a gift, or a battle (rare).
